SANTA MONICA, CA — 10 September 2026 (EIN NEWSWIRE) — HealthAxis today brought its Enterprise Healthcare Operating System™ (EHOS) to market on a new digital platform, built on a four-layer architecture designed to run the whole of health plan administration as one system rather than a stack of separately purchased applications. A full set of Experiences powered by that architecture is live on the platform today, spanning member and provider workspaces, with the Member Enrollment Platform entering demonstration next week.

The premise is that the industry's core problem is structural. A health plan today typically operates a core administration system, a care management system, a provider data system, a payments system, an analytics layer and a service platform — each with its own data model, its own integration debt and its own view of the same member.

Every stakeholder pays for that fragmentation. Members repeat themselves across channels. Enrollment, service and authorization each arrive through a different door and get reconciled afterwards. Providers absorb friction in credentialing and authorization. Plans carry administrative costs they cannot see into. Regulators receive inconsistent data from siloed systems.

The four layers

EHOS is organized into four layers, each with a defined role.

Experience. The layer where the platform meets people. AI PASS is the intelligence underneath, and NOVA™ is how that intelligence shows up in the work. Intelligence — AI PASS. The engine at the heart of the operating system. AI PASS observes, understands, predicts, recommends and learns across the entire enterprise in real time. It draws on member, provider, claims and encounter, pharmacy, financial and operational, and external and social data, and combines natural language processing, predictive analytics, decision intelligence, generative AI and automation, and a healthcare knowledge graph.

Its outputs are directed at five ends: better member experience, better care outcomes, higher operational efficiency, lower cost to administer, and stronger compliance and trust. In enrollment, that means validation clearing before a transaction is built, so errors surface early rather than at CMS, and straight-through processing wherever the rules allow.

Operations — CAPS. The trusted transaction engine, which automates, validates, secures and monitors the administrative work of the plan: member lifecycle and enrollment, claims intake and adjudication, appeals and grievances, provider credentialing, contracting and network management, prior authorization and utilization review, payment integrity, provider and member payments, pharmacy, and regulatory reporting.

Foundation. A secure, scalable, interoperable base: data fabric, integration fabric, security and trust, cloud-native infrastructure, and governance and compliance.

Above the stack sit the six constituencies the platform is built to serve: members, providers, employers, pharmacies, hospitals and regulators.

What plans see

Because the four layers share one data foundation rather than a nightly extract, EHOS presents each part of the business with a real-time, role-based view. Eight dashboards ship with the platform: Command Center, Member 360, Provider 360, Care Intelligence, Payment Intelligence, Population Health, Unified Experience, and the AI and Technology Platform view.

An executive copilot answers operational questions in natural language across all of them. Because enrollment writes to the same foundation, Member 360 and Unified Experience reflect a member's status as it changes rather than as it stood at the last extract.

Two ways to adopt it

Governance in the Foundation layer

Governance sits in the Foundation layer by design rather than as an add-on. HealthAxis publishes the decision types within EHOS that require a qualified human in the loop, and the audit trail the platform produces for automated decisions, so that plans can evidence how a determination was reached. Member-facing assistants such as NOVA explain and guide; they do not make protected determinations.
